There are a lot of quests to take on around Hyrule as you play through The Legend of Zelda: Tears of the Kingdom, and many of them have you helping NPCs with some kind of issue.
You will have one such quest when you get The Missing Farm Tools quest, which can be given to you when you speak with Penn at the Wetland Stables. It's a simple quest that requires very little effort on your part, thankfully.

Start The Missing Farm Tools
This quest comes as part of the Potential Princess Sightings quest. It tasks you with helping out a local villager who loaned their tools to Princess Zelda and hasn't gotten them back. After speaking with Penn at the Wetland Stables, you can find the villager, Izra, down on the dock by the river.
Head down and speak with him, and he will tell you about what happened and how he needs to get down the river to get his tools back.
Complete The Missing Farm Tools
The first thing you need to do is tell Izra to get on the raft right by him, and he will do so. Now, you have to find a way to get down the river. You can simply cut the ropes tied to the raft and then let the current of the river carry you down to your destination, or you could use the pieces on the rocks beyond the raft to help the raft go faster.
Either way, cut the rope and ride the raft down with Izra until you reach the place he says you are going to: a small garden. It's a long route, so you're going to be sitting there for a little while; just be ready.
Once you have beached at the garden, you will be approached by Magda, who says she has been tasked by Princess Zelda to make sure the flower beds here are kept in good shape. She takes this job very seriously, and Izra will acknowledge that it's for a good cause that the tools haven't been returned. He is then roped into helping Magda, and the quest comes to an end.
