The lands of Hyrule in Tears of the Kingdom are filled with strange creatures, and among them is the All-Clucking Cucoo, the chicken that's also an oracle. To see this novelty, you'll need to visit the South Akkala Stable.
The All-Clucking Cucco is a side quest that requires the use of the Ultrahand and Ascend abilities. This quest is part of a chain quest and will require Link to have initiated another questline beforehand.

Where To Start The Quest
To get this quest, you first have to visit Traysi in the Lucky Clover Gazette near Rito Village. This will initiate the quest line of the Potential Princess Sightings! chain quest to receive the Froggy Armor. The All-Clucking Cucco is one portion of that quest.
To begin the quest, teleport over to the Ulri Mountain Skyview Tower and find the South Akkala Stable to its southwest. As you approach the stable, you'll notice Penn, Traysi's reporter, standing beside the stable. Walk up to him and initiate a conversation to begin the quest.
Complete The All-Clucking Cucco Quest
Penn will tell you about a curious Cucco that's been quoting prophecies. The Cucco is located near a tree over the hill. Head over and talk to the Cucco. After clucking for a bit, the Cucco will namedrop Zelda, mentioning how he knows something about her whereabouts, but to get to that information, Link has to complete two trials.
Say yes, and the trials will begin. The first trial is to get to the top of the stable within a time limit. Use Ascend inside the stable to reach the roof. Then position yourself underneath the head of the wooden horse that makes up the top half of the stable and Ascend again to reach the top. You have unlimited tries to get this right, so don't be too stressed.
The second trial is to get 3 logs to where the Cucco is standing. There are three trees just over the hill, so cut those trees down with a cutting weapon like a sword. Use Ultrahand to fuse the logs together and bring them to the Cucco by using Ultrahand again.
As soon as you complete the second trial, it will be revealed that the clucking chicken was the Yiga clan all along, setting a trap for Link. You'll be attacked by Yiga clan members.
If this is your first time facing these enemies, they like to jump around a lot and often teleport short distances. Wait for them to approach you, defend, and then attack with your longest-range weapon to quickly take them down.
Afterward, talk to Penn. He will reward you differently depending on how far along you are in the main quest. With this, the side quest, The All-Clucking Cucco, will be marked complete.
